It's called a sun dog, also known as phantom suns or mock suns. The scientific name is parhelion.
It's caused by the same thing as a halos (when a ring appears around the sun). Ice crystals in the atmosphere cause light to reflect and refract. They are most common when the sun is close to the horizon.
