Is Hermiston PD the Least ‘Forceful’ Police Force in Mid Columbia?

A story just came out in the Hermiston Herald that the Hermiston PD has the lowest "use of force" rating in the last 5 years. If you think that is good, just look at the actual numbers. Out of 1,351 arrests, only 7 used force. That is less then a half a percent!
