Portland Hospital CEO Arrested for Public Sex Act

Usually when you hear of a man arrested for masturbating in public you imagine a homeless person. What about a CEO?

On Thursday, Silverton Health's president and CEO Rick Cagen was arrested for masturbation in the parking lot of a grocery store in Woodburn south of Portland, Oregon.

A pedestrian spotted him and reported his license plate to police.

Silverton Health oversees several hospitals and clinics near Portland.
