Tri-Cities Man Films Beggars Swapping Shifts Out of New Car

A Tri-Cities man seemed to capture something that I am always leery about if I give money to someone on a street corner. He saw a woman begging on a corner with a sign and then walk to a brand new Ford Focus and get in. Then another man got out, took the sign and took her place while she drove away in the shiny new car.
