Watch Out for This Possible Gas Scam [VIDEO]

I had never seen anything like this before, but now I am going to check every time I get gas. The guy that shot the video ask's the question "Is this a fraud or just a mistake?" I personally hope it is the latter, but I think it could be a scam.
